He has a love/hate relationship with the area he grew up/lives in. Reducing it to the list of things that make his soul unsound. He sees the materialism of it and the lack of substance that exists there. Everything that Nowell is unsatisfied with in Southern California. While the second half of the song talks about everything wrong with where he lives. The first half of the song just talks about daily life in the non-affluent areas of Southern Cali in a semi apathetic state. The only thing he's really found in life there that makes him happy is reggae/ska. I think Nowell is talking about how unfulfilled he is in Southern California.
